On May 12, 2025, Partner Sean L. Litteral visited the Ohio Statehouse to testify on Am. Sub. H.B. 96, concerning operating appropriations for fiscal years 2026-2027. As amended and substituted, H.B. 96, would alter the funding mechanism for public libraries by eliminating the Public Library Fund as it currently stands.
Analysts have projected that the proposed changes would effectively cut public library funding by as much as $100 million, introducing uncertainty for the operation of Ohio’s public libraries and affecting all patrons of Ohio’s libraries. This proposed legislation reflects a concerning trend across the nation of legislatures cutting funding for essential public services.
